Upravni odbor Instituta obravnava in sprejema statut in druge splošne akte, program dela, letno in petletno poročilo, finančni načrt in zaključni račun, imenuje in razrešuje direktorja, daje soglasje k imenovanju vodilnih poslovodnih in raziskovalnih delavcev, obravnava pobude Znanstvenega sveta in o njih sklepa.

Upravni odbor sestavljajo vrhunski strokovnjaki iz znanosti, tehnologije, gospodarstva in družbenih dejavnosti s področij, ki so po stroki povezani z raziskovalno dejavnostjo Instituta. Mandat članov Upravnega odbora Instituta je štiri leta.

Jožef Stefan (1835--1893) was one of the most distinguished physicists of the nineteenth century. Born to Slovenian parents in Sveti Peter near Celovec (Klagenfurt, Austria), he graduated in mathematics and physics at the University of Vienna. He was also interested in poetry and published a number of Slovenian poems of his own. He taught physics at the Vienna University, was Director of the Physical Institute, Vice-President of the Vienna Academy of Sciences and member of several scientific institutions in Europe.

Among other things, he originated the law that the total radiation from a black body is proportional to the 4^th power of its absolute temperature, derived later theoretically by Ludwig Boltzmann and hence known as the Stefan Boltzmann law ( j = σ T⁴ ).
